Temporary service on unfinished stairs
A separate provision, 1926.1052(b), covers stairs that are being used before their permanent finish is installed — pan stairs awaiting concrete fill, or skeleton metal stairs awaiting permanent treads. Foot traffic is prohibited on either type unless solid temporary treads and landings, sized to cover the full width and depth of the tread, are installed and secured. Those temporary treads have to be replaced once they wear below the top edge of the pan; a worn-through pan tread is a fall-through hazard, not just a maintenance item.
All stairway parts must also be kept free of hazardous projections such as protruding nails, and slippery conditions have to be corrected before the stairway is used to move between levels — mud, sawdust, and ice on temporary treads are common OSHA citations on active sites.

Common mistakes
1. Using a ladder past the 19-inch elevation-change threshold instead of a code-compliant stairway. Once a crew is regularly moving between levels at that break, OSHA expects stair access, not repeated ladder trips — and inspectors check this on multi-story sites.
2. Letting foot traffic use pan or skeleton stairs before temporary treads go in. A bare metal pan without solid infill is a known fall-through hazard, and it’s explicitly prohibited under 1926.1052(b) except during the stair’s own construction.
3. Building landings shallower than 30 inches to save material or space. Undersized landings don’t give workers enough room to change direction safely, especially while carrying tools or material.
